تعیین پیش‌ران‌های مؤثر بر توسعه صنایع تبدیلی و تکمیلی کشاورزی شهرستان تبریز

چکیده

اهداف: هدف اصلی این تحقیق تعیین پیش‌ران‌های مؤثر بر توسعه صنایع تبدیلی و تکمیلی کشاورزی شهرستان تبریز بود.
مواد و روش‌ها: در تحقیق‌ حاضر از روش مدل‌سازی ساختاری- تفسیری استفاده شد. این پژوهش ازنظر هدف کاربردی، از نظر گردآوری اطلاعات توصیفی- پیمایشی بود و ابزار گردآوری اطلاعات، پرسش‌نامه محقق‌ساخته با ماهیت ماتریسی بود. جامعه‌آماری تحقیق شامل 29 نفر از مدیران واحدهای صنایع تبدیلی و تکمیلی بودند. برای گردآوری اطلاعات از طریق نمونه‌گیری هدفمند، اقدام به مصاحبه با 15 نفر از مدیران واحدهای صنایع مربوطه گردید، که براساس رسیدن به اشباع تئوریک، روند جمع‌آوری داده‌ها متوقف گردید.
یافته‌ها: بر اساس تحلیل میک‌مک عامل‌های خودگردان با میزان وابستگی و قدرت نفوذ کم شامل: سیاست‌های حمایتی، حمایت‌های بخش تحقیق و توسعه، حمایت‌های خاص و ترجیهی و یارانه‌ای، سازماندهی بازار و بازاریابی بودند.
نتیجه‌گیری: بر اساس مولفه‌های مستقل: عاملهای حمایت‌های نظام بانکی و وجود برنامه و طرح، تصمیم و اقدامات بلندمدت به‌جای رفتارهای مقطعی،که به عنوان عامل‌های کلیدی برای توسعه صنایع تبدیلی و تکمیلی تعیین شدند. پیشنهاد می‌گردد، منابع مالی لازم شامل (تسهیلات، اعتبارات، یارانه)، به صنایع تبدیلی و تکمیلی تخصیص یابد و هم‌چنین نسبت به برخی مشوق‌های مالی همچون: نرخ بهره پایین، افزایش دوره تنفس استفاده از اعتبارات، ارائه یارانه‌های مشوق صادرات، اقدامات لازم معمول گردد. در رابطه با ضرورت اجرای برنامه‌ها، طرح‌ها و پروژه‌های مرتبط با صنایع تبدیلی و تکمیلی، پیشنهاد می‌شود در سه قالب: برنامه‌های کوتاه‌مدت، میان‌مدت و بلند‌مدت که همه آن‌ها دارای استراتژی واحد برای توسعه صنایع تبدیلی و تکمیلی می‌باشند، پیش‌بینی و اجرا گردند.

چکیده [English]

Objectives: The major aim of this study was to determine the effective driving factors on the development of agricultural conversion and complementary industries.
Materials and Methods: In this study, the structural-interpretive modeling method was used. This research was applied and a descriptive-survey one in terms of data collection. Data collection tool was a researcher-made questionnaire with a matrix nature. The statistical population of the study included 29 managers of conversion and complementary industries. In order to collect information through purposive sampling, 15 managers of relevant industry units were interviewed, which based on theoretical saturation, the data collection process was stopped.
Findings: According to MICMAC analysis, self-governing factors with low dependence and low influence included: supportive policy, R&D support, special and preferential support and subsidies, market organizing and marketing.
Conclusion: Based on the independent components: banking system support and the existence of long-term program, plan, decision and actions which were determined the key factors for the development of conversion and complementary industries. It is suggested that the necessary financial resources including (facilities, credits, subsidies.) be allocated to the conversion and complementary industries, as well as to some financial incentives such as: low interest rates, increasing the breathing period of credit use, provide export incentive subsidies. Regarding the necessity of implementing programs, plans and projects related to conversion and complementary industries, it is suggested to be predicted and implemented in three formats: short-term, medium-term and long-term plans, all of which have a single strategy for the development of conversion and complementary industries.
